RESOLUTION OF THE BOARD OF DIRECTORS OF THE COSTA MESA SANITARY
DISTRICT, ORANGE COUNTY, CALIFORNIA, ESTABLISHING TAX CODE
AREA D, ASSIGNING THERETO, CERTAIN PROPERTIES WITHIN THE
DISTRICT, ESTABLISHING THE EFFECTIVE DATE OF SAID TAX CODE
AREA, RELATING.AND. ESTABLISHING POLICY WITH RESPECT TO SAID
TAX CODE AREA AND GENERALLY. PROVIDING FOR THE ADKINISTRATION
OF EXISTING AND FUTURE ANNEXATIONS WITH RESPECT TO TRASH.COLLECTION.
THE BOARD OF DIRECTORS OF THE COSTA MESA SANITARY DISTRICT, ORANGE COUNTY,
CALIFORNIA, DO HEREBY RESOLVE AS FOLLOWS:
WHEREAS, there are certain areas within the Costa Mesa Sanitary District
having been recently annexed as Engineer's Annexation #99 and Engineer's
Annexation #100 which do not desire to have the Costa Mesa Sanitary District
provide trash collection services; and
WHEREAS, the annexations as heretofore ordered by the Sanitary District
included charges for trash collection; and
WHEREAS, there are other tax code areas which do provide for trash collection
and provide for an assessment for said services; and
WHEREAS, it is unjust to charge owners of the property within the afore-
mentioned annexations for trash.collection in light of their desire to provide
this service for themselves; and
WHEREAS, various systems and means have been explored, discussed and
considered by the Board; and
WHEREAS, the Board has finally found and determined that the fairest and
most workable method of accomplishing the aforementioned ends, will be by the
establishment of an additional tax code area within the district.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
I
There is hereby established a Tax Code Area D which shall provide for a
different level of service which shall include assessment for maintenance and
operation of sanitary sewer lines only.
BE IT FURTHER RESOLVED that the Board of Supervisors of the County of
Orange, pursuant to Division 6, Part 1, Chapter 7, Article 6, Sections 6780
through and including 6787 of the Health and Safety Code (as amended, -1963),
approve the inclusion of Engineer's Annexation No. 99 being known as the

Atlantic Research Property and Engineer's Annexation No. 100 being known as
the South Coast Plaza Property within said tax code area, commence the assess-
ment period beginning January 1, 1968, and that said annexations be removed
and exempt from the basic tax code area where they were placed by the Costa
Mesa Sanitary District at the time of their annexation; and
BE IT FURTHER RESOLVED that the Board of Supervisors approve the establish-
ment of the heretofore tax code area as herein described for the purpose of
establishing a level of service which shall include maintenance and operation
only.
BE IT FINALLY RESOLVED that the Costa Mesa Sanitary District does hereby
express and establish its policy of creating and maintaining said Tax Code Area D
which it may, in its judgment, consider in connection with any future annexations
initiated by the Board or requested by property owners.
