Mesa. Sanitary District ascertain and determine , the general prevailing rate. of .

the awarding body -of any public contract where said body subsequently calls for
bids for any publio. improvement to ascertain and deteami.ne the.general prevail-
ing rate of per diem wages. in the locality . in which the work is to be performed,
for each craft or type of workman. or me.ehanic fi eded to execute the eontrtact,
