MINUTES OF SEWER SYSTEM COMMITTEE MEETING
MARCH 16, 2010
CALL TO ORDER Board members of the Costa Mesa Sanitary District
met in Committee session on March 16, 2010 at
10:30 a.m. at 628 W. 19th Street, Costa Mesa.
Director Monahan called the meeting to order at
10:40 a.m.

MONTHLY SSO STATISTICS
Mr. Fauth reported no spills occurred since October 20, 2009.
CMSD INFLOW REDUCTION PROGRAM
Mr. Hamers reported based on the rainfall summary chart there was zero inflow to the sewer
system from the February 26, 2010 storm. Mr. Hamers believes manhole plugging efforts have
allowed the District to bring inflow from small storms under control. Rainfall from the February
26th storm was 1.18 inches. District elimination of inflow will result in avoidance of approximately
six million dollars of capital improvement costs for the Orange County Sanitation District (OCSD).
Director Ooten noted OCSD has historical data regarding rainfall plotting that might be beneficial
to the District. Mr. Fauth brought to the Committee's attention additional handouts provided for
reference regarding costs. Pumping station combined flows chart was included per Director
Ooten's request.
Mr. Hamers reviewed the District's response to the Orange County Fair & Event Center letter
regarding improvements to their sewer system management plan. Staff agreed with the Center's
request for installation of the Enviro Valve rather than a canopy over the trash compactor area,
as long as, the outlet runs into a storm drain point rather than a sewer point. A timeframe for the

covering of the EQC (Equestrian Center) wash rack was requested. Staff also recommended the
wash rack cover extend over the sides to keep rain out. In addition, prohibition of manual
plugging and unplugging of drain holes was reinforced. A copy of the reply letter will be provided
in next month's Committee packet. Staff will continue working through the issues with the
Center. Mr. Dulake is continuing to monitor compliance of no -flow into the sewer system at the
facility. Mr. Hamers will plan a follow up inflow reduction meeting and send Director Ooten an
invitation once the date is determined.
CMSD MAP UPGRADES /GEOGRAPHICAL INFORMATION SYSTEM /CMMS-
UPDATE
Mr. Fauth reported phase one of the GIS project will be coming to conclusion the end of March.
Mr. Hamers informed the Committee he received information from the Local Agency Formation
Commission Organization (LAFCO) stating they are inputting all City and District boundary points
into GIS. Mr. Carroll sent an e-mail to the Orange County Public Works Director recommending
his Staff in charge of land based mapping contact Mr. Hamers, along with EEC, to discuss what
data CMSD needs.
SCADA UPGRADE STATUS - UPDATE
The project is due for completion by March 31, 2010. The District Yard and South Coast Plaza
portion of the upgrade will not be implemented until. construction of the Yard building is complete.
TRC has been working with the District Yard Contractor regarding the required conduit and
ductwork. Mr. Hamers reported the new system will bring the District up to industry standards
and uses radio rather than cell phone frequency. Previous SSOs caused by glitches in District
software will be eliminated. The Committee discussed testing of reception for the system. Staff
reported the South Coast Plaza tower will be relayed to the District Yard. Many of the stations
are inter - related with reception for the system based on distance. Mr. Hamers suggested
minimizing the use of relays because if an interim station goes down you no longer hear from the
outside station and it increases the risk factor. Mr. Hamers requested a relay diagram be
provided for review.
CMSD SEWER CLEANING /CCTV PROGRAM - UPDATE
Mr. Fauth acknowled the signed National Plant agreement is in the Committee packet. Director
Ooten noted some requested changes were not included in paragraph six of the document. Mr.
Fauth will make needed revisions to paragraph six.
WDR TRAINING SEMINAR 2 -18 -10 "CONSTRUCTION INSPECTION"
The seminar was given by a senior OCSD managing inspector. Many codes were reviewed and
Staff found it insightful. The next seminar was moved from May to the third Thursday in June.
The topic will be regarding tree roots.

PROJECT #186 — SEWER LATERAL ASSISTANCE PROGRAM (SLAP)
Mr. Fauth reported a spike in the number of SLAP applications and was unsure of the reason
unless it is related to the season. Mr. Fauth is planning to schedule a training course for
plumbers to explain the District SLAP program requirements. Mr. Dulake took advantage of an
opportunity to review program requirements with Pro Serve plumbers when he was asked by a
plumber to review a line and arrived just in time to sit in on the company safety meeting. About
30 plumbers were in attendance at the meeting. The group was very receptive of the program.
PROJECT #187— DISTRICT YARD
Mr. Harriers reported the District Yard project is moving along nicely. Mr. Hamers commented on
the how helpful both Mr. Dulake and Mr. Limone's familiarity with construction has been with the
District Yard Project. Mr. Harriers stated the District is on the borderline of achieving "LEED
Platinum" status.
OTHER
• Director Monahan reported there have been some complaints of odor at the Santa Ana Country.
Club. Staff will increase the cleaning frequency to address the problem at the Elden station.
Staff is also working with South Coast Plaza to address their own part in odor concerns in the
area.

The next meeting is scheduled for Tuesday, March 16, 2009 at 10:30 a.m.
