MINUTES OF SEWER SYSTEM COMMITTEE MEETING MAY 189 2010 CALL TO ORDER Board members of the Costa Mesa Sanitary District met in Committee session on May 18, 2010 at 10:30 a.m. at 628 W. 19'h Street, Costa Mesa. Director Monahan called the meeting to order at 10:30 a.m. DIRECTORS PRESENT: Gary Monahan, Art Perry, Bob Ooten, Jim Ferryman STAFF PRESENT: Scott Carroll, General Manager, Thomas A. Fauth, Operations Manager; Sherry Kallab, Administrative Manager; Rob Harriers, District Engineer; Karl Dulake, Maintenance Supervisor; Paul Guzman, Inspector; Joe Limon, Inspector OTHERS PRESENT: MONTHLY SSO STATISTICS Mr. Fauth provided the committee with the minutes from the last meeting. The first sewer spill in six months occurred on May 11, 2010 near the Iowa Street pump station. Fifteen gallons was released from five pickholes in a manhole cover. Mr. Dulake was onsite and addressed the spill. The spill occurred due to grease in the system. There are about forty homes feeding into the line. Mr. Dulake reported it is one of the lines we are behind schedule on for cleaning. Mr. Fauth reported the spill was fully contained with no entry into the storm drain. Pictures were provided to the Committee. Director Perry questioned how Staff was notified. The call came through the Costa Mesa Police Department. Director Ooten stated many times grease is noted as the cause when the actual cause may be a structural defect or roots. Mr. Dulake stated the section of pipe is not noted as a defect in CMSD records. Mr. Carroll questioned if we should send notices to residents in the area regarding proper disposal of grease. Mr. Hamers reported the small diameter lines need to be cleaned the most because the grease will hang up in them. If there is another issue after resuming our regular cleaning schedule we might consider notifying the property owners. Mr. Fauth discussed the spill spreadsheet noting there were 10 spills last year, 19 the prior calendar year and this is our first one this calendar year. Director Ooten noted private spills were included in the prior year totals. Mr. Fauth recommended the Committee keep the OCSD handout containing the contact list for assistance from other Orange County agencies on the back page. r�,rep COSTA MESA SANITARY DISTRICT ate.- MINUTES OF BOARD OF DIRECTORS SEWER SYSTEM COMMITTEE MEETING MAY 18, 2010 PAGE 2 PRIVATE PUMPING STATION SSO REDUCTION — PRIVATE PUMPING STATION LIST Staff provide a listing of twenty private pumping stations located and tabulated to date. Staff is working with management of the private pump stations to implement a regular maintenance schedule. Mr. Hamers reported the District does not have a policy to send someone out on a six month or annual basis to check if the pump stations are being maintained. Mr. Hamers believes such a policy would prevent future SSOs. Director Ferryman is in favor of periodic inspection of the stations. Mr. Guzman stated the pump stations need to have backflow prevention device. Mr. Carroll recommended presenting the Committee with some regulations and policies similar to the District's Fats Oil and Grease (FOG) program requiring implementation of Best Management Practices for maintaining their pump stations. If owners fail to implement the practices we can follow up with the administrative citation process. Director Ferryman questioned if we could include problem pump stations in our current program. Mr. Fauth stated this would move the Sewer Lateral Assistance Program out of being a residential program. Mr. Hamers stated there probably will not be anything in the WDR's triennial review regarding private pump stations, but regulators are aware big spills come from private pump stations. Mr. Dulake stated many owners don't even realize they have a pump station. Staff will bring back some options to the Committee. OCSD MEMBER AGENCY 1/1 SURVEY 40 Mr. Hamers stated the survey will be discussed at the June WDR Steering Committee Meeting and then at the general group meeting. Per the survey, only two agencies reported infiltration and most agencies downplayed inflow. The survey will be reviewed agency by agency until the source of the water is found. This is the first step for the regional 1/1 program. SANTA MARGARITA WATER DISTRICT (SMWD) FORCE MAIN SPILL Mr. Hamers reported the spill is being used to increase understanding in three areas. First what caused the break from a technical stand point since it was reported the pipe was only 20 years old, second an emergency contact list will be established and third the overall method of communication will be reviewed. Santa Margarita Water District found out they did not have enough people, phone lines or the ability to put out situation updates. There will be a seminar in October, in lieu of education, reviewing all three communication methods: Control One 800 MHz, Water Emergency Response Organization of Orange County ( WEROC) 500 MHz and cell phone. Mr. Carroll has received all the information on the . WEROC system. In addition, Mr. Carroll had lunch last Friday with Tom Hatch, City of Costa Mesa, to discuss buying radios for the 800 MHz system through the city to allow the District to be part of the city system. The WEROC system is for emergency use only and the 800 MHz system can be used for operations. FLUSHABLE NON -WOVEN PRODUCTS The Committee discussed the damage "flushable wipes" causes to pumps. Mr. Carroll reported when visiting with legislators in Sacramento last week, District representatives were advocating AB2256, the assembly bill requiring products advertised as flushable must meet specific criteria. • • • n 1° COSTA MESA SANITARY DISTRICT MINUTES OF BOARD OF DIRECTORS SEWER SYSTEM COMMITTEE MEETING MAY 18, 2010 PAGE 3 CMSD INFLOW REDUCTION PROGRAM Staff brought in corks to be used to seal manhole cover pickholes. Staff purchased 300 of each size after it was determined they would work in the covers. Mr. Dulake reported the cork works better than the rubber stoppers and will be provided to National Plant Services to plug the covers as they are line cleaning. Staff will have one more meeting to plan for next year's rainy season. Director Ooten requested Mr. Hamers notify him of the meeting date when it is determined. Mr. Hamers reported the City of Costa Mesa is considering adopting the same standard used by the City of. Newport Beach for some upcoming alley projects. CMSD MAP UPGRADES /GIS /CMMS UPDATES Mr. Carroll reported the County has now agreed to provide CMSD parcel data for $2,500. However, there is a current court case brought by the Sierra Club arguing the information is free to the public. Mr. Carroll recommended purchasing the data for $2,500 if the Sierra Club does not prevail. Mr. Fauth noted the project is being held up due to the need for the data. Mr. Hamers clarified the data is not holding up the line cleaning portion of the project, but it is holding up the sewer atlas portion of the project. Mr. Hamers added the District locates its lines near the center of the street. The parcel data we are trying to obtain contains the center lines. SCADA UPGRADE STATUS Mr. Fauth stated the project was 92% complete as of the April report and is now about 98% complete. Only the District Yard portion is incomplete due to the lack of power at the facility. Mr. Fauth gave an overview of the relay map provided in the Committee packet noting repeater sites will have a UPS system to provide about an hour of backup power. Mr. Fauth stated we are working toward reducing the number of responder sites. The headquarters is the primary station and the District yard is the secondary station for the SCADA reporting equipment. The data will also be fully web accessible. In the event of an emergency if both cell phone and internet are not available Staff would have to physically inspect the pump stations. Director Ooten would like Staff to stress the system after it is up and running to test it is working correctly. Mr. Dulake advised Staff already tests the system occasionally. CMSD SEWER CLEANING /CCTV PROGRAM - UPDATE National Plant Services is ready to start the line cleaning project at the end of May and estimates with a two truck vactor system it will take about six weeks to clean 400,000 linear feet. WDR TRAINING SEMINAR 6 -17 -10 "TREE ROOTS IN SEWERS Mr. Hamers reported the date for the seminar is not confirmed at this time. MINUTES OF BOARD OF DIRECTORS SEWER SYSTEM COMMITTEE MEETING u� MAY 18, 2010 PAGE 4 • CMSD PROJECTS: PROJECT #129 — BRISTOL STREET SEWER PROJECT Staff discussed the budget for the remaining items on the Bristol Street Sewer Project. Mr. Carroll requested actual costs be provided for design, traffic control, engineering and soils report before Board approval. Once Mr. Carroll has the numbers he will meet with Paul Jones, Irvine Ranch Water District, to ask for some funding from them due to their water line causing increased project costs. The next step is for the Board to approve the budget and send it to the Orange County Development Agency to request an amendment to the existing three party agreement. Mr. Carroll advised the Committee the Orange County Development Agency will not cover the entire project costs. PROJECT #171 — IRVINE PUMPING STATION FORCE MAIN Staff is working with the same contractor as the Bristol Street Sewer project to obtain cost for this project. Mr. Carroll requested the budget information be provided by Thursday if possible. PROJECT #183 — SYSTEM WIDE SEWER RECONSTRUCTION- 23RD STREET EMERGENCY PURCHASE • Mr. Harriers reported two pumps at the 23rd Street Station were discovered nearing the end of their. life cycle during annual pump maintenance. Mr. Carroll declared an emergency and authorized the purchase of two new pumps. The other option was to have the pumps rebuilt but the pumps needed too much work and the station is located close to the Back Bay so the purchase was made and will require action at the Board meeting. Mr. Dulake noted the pumps are running with no moisture sensors and no oil sensors. If the pump sensors aren't repaired the pumps could short out at any minute. Director Ooten questioned if there is a more pro- active approach the District could take. Mr. Dulake acknowledged Flygt recommends every pump should be removed every five years, disassembled, inspected and reassembled with new seals. There will be a major cost because the lower seals on those pumps are about $800 to $900 each. Mr. Fauth stated the analysis will be part of the asset management program. Mr. Dulake added we have not had a shop available to work on the pumps. Director Perry asked how many styles of pumps the District currently operates. Currently the District uses 12 similar but different pump styles but Staff is working to reduce the number to four. PROJECT #186 — SEWER LATERAL ASSISTANCE PROGRAM Mr. Fauth reported $119,000 plus has been expended this fiscal year, 89 applications are complete and 47 applications are in process. The District has expended $410,000 dollars for the SLAP program to date, with 321 of 419 applications complete. An average of approximately $1,300 is reimbursed to each applicant. Mr. Fauth gave a report detailing the recent seminar for plumbers. The District provided a review of the SLAP process program document to the plumbers to ensure they understand the procedures they need to follow. Mr. Dulake reported the building will be painted tomorrow, the the is being laid, and landscaping is scheduled next week. Director Ferryman questioned when the City will be starting the Wilson street widening project. Mr. Hamers has not seen any plans and does not have a date at this time. Mr. Fauth reported gas and electric applications have been completed so their meters can be installed. Also, the flag pole is under construction. Greater Alarm is scheduled to start the alarm installation next week. Mr. Hamers reported the contractor experienced 26 rain delay days throughout the winter season. The expected number of rain day delays was 12. Mr. Hamers stated the contractor has done an excellent job. OTHER Mr. Hamers asked if anyone had questions or wanted to discuss 789 Paulerino. The item is on the agenda for the May 27, 2010 Board Meeting including the staff report and a draft letter. There was no discussion. Mr. Dulake reported Master Plumber was working at 2033 Continental on May 10, 2010 without a District permit. When the plumber was questioned he said the City of Costa Mesa inspector was by, approved the work and told him to go ahead and bury the line. Mr::' Carroll will discuss the issue with Tom Hatch. SSC MEETING SCHEDULE The next meeting is scheduled for Tuesday, June 15, 2009 at 10:30 a.m. PUBLIC COMMENTS There were no public comments.
