MINUTES OF RECYCLING COMMITTEE MEETING
May 24, 2010
The Costa Mesa Sanita7 District Recycling Committee met on May 24, 2010 at
12:00 p.m. at 628 W. 19 Street, Costa Mesa.
Directors Present: Robert Ooten, Jim Ferryman
Staff Present: Scott Carroll, Tom Fauth, Joan Revak, Sherry Kallab, AJ Cully
Others Present: Trisha Throop, Community Relations Recycling Coordinator,

Director Ferryman called the meeting to order at 12:04 p.m.
I. Orange County Waste and Recycling Sub - Regional Meetings, Funding and
Grant Program
Ms. Throop reported she did not attend the OC Waste and Recycling meeting this month,
but will provide Mr. Fauth with a recap from Jocelyn Schamber. Ms. Throop participated in
the Orange County Green Fair that took place at the Civic Center in Santa Ana on May 20,
2010. This was an effort to launch the Waste Free OC campaign and raise public
awareness of environmental concerns with sixty to seventy vendors present.
Mr. Fauth discussed the quarterly grant status report. The District generated additional
funds totaling $8180 from the sale of Earth Machines to residents of' Costa Mesa and
plans to continue this program through the 09 -10 Grant.
III. Land Application and Composting of Biosolids
Mr. Fauth distributed an online article that supports the use of Biosolids from wastewater
treatment facilities as land application. This is not problematic as long as the Biosolids are
processed at a high temperature to kill the bacteria and subject to site use and access
restrictions. Director Ferryman noted a lawsuit filed in Kern County, CA regarding this
issue.

III. CR &R Report on Other Agencies Recycling Programs
Mr. Fauth requested an update on the pilot food services program currently underway in
South County. Ms. Throop reported that the twelve - month program began in April and it is
going well. Collection of food waste occurs three days per week with full participation from
nine cities. Mr. Fauth stated the CMSD would continue to monitor the progress of this
program with regard to future consideration of restaurants in Costa Mesa.
Director Ooten arrived at 12:16 P.M.
IV. Report on Other CMSD Recycling Programs
Mr. Fauth reported on the success of the public outreach recycling booth at the Costa
Mesa Community Run, April 23 -24, 2010 and the Summer Safety Expo, May16, 2010. Ms.
Cully added that Mr. John Tovar, CR &R truck driver, deserves thanks for his Spanish
speaking assistance at both of these events.
Mr. Fauth discussed the composting and vermicomposting seminar held at Fairview Park
on May 22, 2010. Mr. Carroll commended Mr. Fauth on a job well done and requested
more advertising for future dates to increase attendance.
• Director Ooten requested Ms. Cully look into a potential outreach device such as a wheel
or game to engage the residents when they visit the CMSD booth at community events.

Ms. Cully reported on the following: Estancia High School special needs class fieldtrip to
CR &R and the Frank R. Bowerman Landfill, the Green Up Our Schools appreciation
dinner, Orange Coast College Recycling Center accounts for schools to earn money and
the Davis Magnet School Learning Garden.
Director Ooten stated he would like to establish new goals based on the Strategic Plan for
the Recycling Committee to focus on.
