Present: Directors TeWinkle, Nelson, Lord, Norman and Meyers.
Attorney Anderson, Engineers Bulot and Robinson, and
Secretary F B Owen.

Minutes of previous meeting; read and approved.
Following bills were read and upon motion by Norman seconded by Meyers,
ordered paid.

New contract with Francis H Bulot covering supervision of construction,
as authorized in regular meeting of the Board November 2nd, 1950, was
presented and there being no objection, passed for signature of President_
and Secretary as heretofore authorized.
Letter from Wright L Felt, Division Engineer, transmitting for signature
of authorized representative, voucher covering final payment under ,-
Project Calif .4.1016 read and Secretary- Project T,Ianager directed to com-
plete same by official signature as required and return to Mr Felt.
S (,cretary Owen reported on attendance at Board of Directors of Associated
Criambers of Commerce meeting January 2nd and action taken by that body
with reference to delay by county Sanitation Districts in completing
certain agreements and other procedure necessary to approval of legality
and sale of bonds of the several districts.
Director Nelson of Sanitation District No 6 reviewed the situation as 1
regards the Sanitation Districts,A - results of various meetings and pros -
**I -pects for reaching understanding and going ahead with county districts
plans.
Secretary - Project Manager, reviewed the local situation, the advisability
of consideration by the District Board of some form of notice and
demand.directed to Sanitation Distrie s setting forth the needs, require

availability of facilities contemplated under Countywide Plan provision
of which was, intended under bond proposal and final authorization by
Sanitation District elections held February 28th 1949, and upon which .
understanding and intent the Costa Mesa Sanitary District has proceeded
to vote bonds and plan construction.
Further that should proceedings to advertise sale of Sanitary District
bonds and /or actual sale thereof be deferred for any further considerable
time, the District would probably be unable to budget a Bond and Interest
fund and levy tax for same during the tax year 1951 -52, in which case
no contributions through tax levy to such fund could be made a vailable
prior to December 1952.''
Engineer Bulot reviewed -the situation with respect to general activities
in sewer construction, increasing construction prices,.favorable bond
market and the desirability of immediate steps to inaugurate proceedings
looking to the sale of bonds.and preparation for construction, having
in mind the public interest and tentative commitments carried by presen-
tations made by the District in connection with Bond Proposal and Elec-
tion procedure.
Attorney Anderson stated that three weeks► advertising period was re-
quired prior to sale of bonds, or receipt of bids upon same.
Director Norman asked, "V iat is the objection to selling the bonds ?"
Attorney Anderson, stated "We can get approval any time we want it."
That 011,7elveny 9 Myers are not holding it up - that I have to get some
more information to them - a little more, which I will do at once -
01P,?elveny & Myers all right and will approve bonds any time.
At this point it was moved by Lord, seconded -by Nelson that we direct
01Melveny & Myers to proceed with advertising bonds for sale. Carried.
Also, moved by Norman seconded by Meyers that we advertise for bids
for construction immediately. Carried.
After brief informal discussion and comments, meeting adjourned.
