Mayor Allan Mansoor welcomed the committee members and, chaired the meeting.
1. Status of Sunken Water Valve on South Side of Victoria at Intersection of
Valley Road (City)
Council member Bever requested MCWD consider raising the valve cover to grade
since cars passing over the sunken valve produce noise and the depression is becoming
a nuisance.

40 2. Interagency Coordination (MCWD)
Mr. Roeder reviewed the results of his meeting with Mr. Hamers and an additional
meeting with two Council members and two CMSD Directors. The City agreed to
reinstate the CMSD in the City's development approval process and include MCWD and
IRWD as well. The City will: 1) deliver one set of plans to all three agencies; 2) inform
applicants that processing through the agencies is required; and 3) provide read -only
access through the City's Permits Plus program in order to review the status of projects.
Mr. Hamers explained a letter is forthcoming from the CMSD to the City reaffirming the
positive relationship. Ms. Ohlig -Hall requested a copy of the letter.
3. Fair Garden Expansion (MCWD)
Barry Carlson from MCWD gave an overview of Mesa's demonstration garden at last
year's Orange County Fair and the plans to have nine additional presentations. Mr.
Carlson explained the drought resistant native plants and water savings associated with
this type of planting.
4. Well 4 Lease Extension (MCWD)
Director Ohlig -Hall explained the negotiations between C.J. Segerstrom & Sons and
• MCWD regarding whether or not the well will remain in the area off Fairview Road.
C.J. Segerstrom plans on developing the area into a historical preservation site.
5. MSR (Districts & City)
Mr. Hamers reviewed the preliminary MSR for the CMSD and stated the MSR is very
positive and there were no deficiencies noted. Director Ohlig -Hall stated the preliminary
MSR for MCWD is very positive as well. The City's MSR was previously completed and
Mr. Roeder stated the City was pleased with the report. It was agreed by the three
agencies to write a joint letter to LAFCO to explain the high level of cooperation between
the three agencies and the excellent working relationship.
6. Apartment to Condominium Conversion Update (MCWD)
Director Ohlig -Hall and Ms. Monteleone explained MCWD's requirement that the
installation of separate water meters is required in residential condominium conversions.
Council Member Bever and Mr. Roeder explained the City currently has a moratorium on
both residential and commercial /industrial conversions while the City develops
standards for conversions.
7. Diemer Treatment Plant Shutdown Overview (MCWD)
• Director Ohlig -Hall gave an overview of the retrofit work and cleaning at the plant. The
Diemer facility provides 90% of the water used in South Orange County. The goal of
water agencies is to have a 7 -day supply of water in their reservoirs.

Ms. Monteleone and Director Ohlig -Hall reinforced the importance of residents planning
for an emergency at their residence. Mr. Roeder invited MCWD and the CMSD to the
next drill at the City's EOC at the Police Department
9. Development Approval Process Coordination (CMSD)
Mayor Mansoor confirmed that this item was covered in item number two above.

Next Meeting
The next meeting was scheduled for July 13, 2007 at 8:00 a.m. at the Costa Mesa
Sanitary District.
