Minutes of Special Meeting of Board of Directors
of Costa Mesa Sanitary District called by the President -
and held at the office of District 2057 Newport Avenue,

Present: Directors TeiA.Tinkle, Nelson, Lord and Norman.
Secretary Owen and Attorney Anderson.
Meeting called to order by President TeWinkle who announced the
purpose there to consider 1950 -51 Budget and determine period of
first tax levy for Bond Account.
Secretary Owen announced the position taken by County Auditor in
conference July 21st, with validity of Budget for Bond Account and the
advice of that County Official that a budget for this purpose filed in
advance of actual authorization of bonds by election, (now set for Aug-
ust 15th 1950) could not be accepted and that therefore such a budget
could not be filed in time to permit of tax levy 1950 -51 as hereto-
fore contemplated and as understood to have been permissible from
previous conference with County Auditor on May 3rd, 1950.

Upon review and discussion it was agreed by those present that no
action on Budget for Bond Account be taken at this time.
A motion was made by:.'Lord seconded by Norman that an Operating
Budget aggregating 26 500:;00, including an item of $3500 00 for
Capital Outlay be filed. Motion carried.
Meeting adjourned.

LOCATION AND DESCRIPTION OF CONSTRUCTION
OF
SANITARY SEHERAGE SYSTEM IN THE COSTA M1iSA SANITARY DISTRICT,
PAYMENT FOR WHICH WILL BE PROVIDED FROM THE PROCEEDS OF .THE BOND ISSUE
"The construction of a system of sanitary sewers for the sole
purpose of collecting, and transporting for disposal, domestic sewage and
sanitary wastes discharged into the system through connections from resi-
dential, commercial, and industrial buildings located on individual lots,
existing subdivisions and other parcels of land of record,'lying within the
established boundaries of the Costa Mesa Sanitary District, and including
all annexations made a part thereof prior to June 1, 1950.
"For convenience, said system will be located and constructed
in publicly dedicated streets, alleys, and in such easements now established
by record or which may be acquired for construction purposes.
"The sewer system shall be constructed by means of cutting and
replacing paving; removing and replacing obstacles in the line of work;
trenching and.backfilling; tunnelling; hauling of excess excavation; fur-
nishing and laying sewer pipe and branch fittings of vitrified clay tile
pipe, or equal substitute material, of the proper sizes and capacities at
suitable depths; and furnishing facilities for pumping, where required, all
in accordance with detailed plans and specifications caused to be prepared
by the Costa Mesa Sanitary District."
