As we have discussed. OCSD proposes to transfer a section of the Fairview Trunk Sewer to Costa Mesa Sanitary District (CMSD). The proposed transfer includes 549 feet of 12 -inch VCP and 1,871 feet of 10 -inch VCP in Fairview Road, from Sunflower Avenue to the north side of 1-405. OCSD would continue to own and maintain the portion of the Fairview Trunk underneath 1 -405. Also included are four manholes with OCSD designations: BKR0020 -0550, BKR0020 -0555, BKR0020 -0560, and BKR0020 -0565. The condition information for the assets proposed for transfer has been shared with CMSD staff. OCSD believes the sewer proposed for transfer is serving as a local sewer rather than a regional sewer. This section of the Fairview Subtrunk sewer is generally described as: 1870 L.F. of 10" VCP, 650 L.F. of 12" VCP and three 48" PVC lined manholes: BKR0020 -0555, BKR0020 -0560, BKR0020 -0565. OCSD would retain ownership of the northernmost manhole, BKR0020 -0570 and the southernmost manhole, BKR0020 -0550. This proposed transfer is consistent with OCSD Resolution No. 11 -11 (Policy Regarding the Transfer of Local Sewers) since this sewer no longer serves as a regional subtrunk. A quit claim transfer agreement will need to be approved by our respective Boards to finalize the transfer. A closed circuit video inspection of the line was conducted in March of 2012. This inspection revealed five areas of calcium infiltration at pipe joints and two areas of active ground water infiltration. OCSD intends to repair these minor defects by July 1, 2014. When these repairs are completed, OCSD staff is willing to recommend to its Board to approve the transfer of this asset to CMSD at no additional cost to OCSD.
