10 - Approve Purchasing Six Portable Generators
Costa Mesa Sanitary District …an Independent Special District Protecting our community’s health and the environment by providing solid waste and sewer collection services. www.cmsdca.gov Memorandum To: Board of Directors From : Scott Carroll, General Manager Date: August 28, 2014 Subject: Approve Purchasing Six Portable Generators Summary On April 24, 2014, staff presented to the Board the District’s vulnerability if a regional wide power outage occurred like it did in South Orange County and all of San Diego County in 2011. Staff recommended purchasing seven portable generators and one pre -owned ¾ ton picku p truck with a trailer hitch. Staff Recommendation Tha t the Board of Directo rs: 1. Approves the purchasing of six portable generators for $167,115.12; and 2. Authorizes the General Manager to sign a Purchase Order to acquire said equipment. Analysis On June 11, 2014, staff solicited RFPs to acquire seven portable generators that were broken down as follows: • 5 - 25kVA generators • 1 – 40kVA generator • 1 – 125kVA generator RRPs were due on July 14, 2014, but the District did not receive any proposals. According t o District policy if no bids and/or proposals are received the General Manager can use alternative purchasing procedures. In August, staff made direct contact with three companies: Power Plus, Duthie Power Services and YC Power Systems. However, a change order was made that now requires ITEM NO. 10 Board of Directors August 28, 2014 Page 2 of 4 six 40kVA generators and one 150kVA or larger generator. During the analysis for supplying lift stations with portable generators, the information received from vendors did not take into consideration that power is needed to operate two submersible pumps. Vendors were assuming the lift stations had only one pump. The change order put the cost to purchase seven portable generators over the approved budget of $216,18 2 . Therefore, staff decided to omit the 150kVA or larger ge nerator from the three proposals. The three proposals received for six 40kVA generators are as follows: Duthie Power Services Hanco: Model # QP25 $19,146 per generator Total cost plus tax, freight and delivery: $127,066.08 Power P lus Doosan: Model # G40WMI -2A -T41 $24,344 per generator Total cost plus tax, freight and delivery: $167,115.12 YC Power Systems Generac: Model # MMG45i $29,389 per generator Total cost plus tax, freight and delivery: $198,940.72 Duthie Power Services was the apparent low bidder, but the generator of choice is Hanco from Southwest Products (SWP). Hanco is a product that staff is unfamiliar with and after contacting several experts in the sewer industry no one had any information a bout the operations and reliability of Hanco generators. In addition, references from Duthie Power Services did not return our phone calls. Because staff cannot determine the reliability of Hanco generators, Duthie Power Services bid was disqualified so staff is recommending the next low bid, which is Power Plus for $167,115.12 . The generator of choice is Doosan. Doosan is a global company with more than 100 years of manufacturing expertise and application experience on product line machines. Attached are the technical specifications for a Doosan 40kVA portable generator. The District’s SCDA Technician/Industrial Electrician has reviewed the technical specifications and concurs that Doosan’s equipment will meet our needs. ITEM NO. 10 Board of Directors August 28, 2014 Page 3 of 4 Strategic Plan Element & Goal This item complies with the Mission Statement of the Costa Mesa Sanitary District, which states the following: “Protecting our community’s health and the environment by providing solid waste and sewer collection services.” Legal Review Deputy District Counsel recommends implementing a Purchase Order instead of a professional services agreement because this purchase is for equipment only. Environmental Review The use of small portable generators at the pumping stations as backup for regular power from Southern California Edison is categorically exempt under the California Environmental Quality Act (CEQA) (Public Resources Code Section 21000 et. seq.) under Section 15301 as a “Class 1” “minor alteration of existing public or private structures”, as further described in Section (b) as “Existing facilities of both investor and publicly -owned utilities used to provide …. sewerage …” The purchase of a vehicle is also exempt as there is no disturbance of the environment. Financial Review The cost to purchase six portable generators is $167,115.12 . The budget amount for this purchase is $216,18 2 , so there is adequate money for the purchase. Staff will recommend budgeting 150kVA or larger portable generator in the FY 2015 -16 budget develop ment process. Public Notice Process Copies of this report are on file and will be included with the entire agenda packet for the August 28 , 2014 Board of Directors regular meeting at District headquarters and on District’s website. Alternative Actions 1. Do not approve purchasing six generators from Power Plus. 2. Direct staff to purchase six generators from Duthie Power Services. 3. Direct staff to reject all bids and solicit new RFPs to purchase six portable generators. 4. Direct staff to report back with more info rmation.
