10 - OC Waste & Recyling Coordinator's Meeting (Update)Protecting our community's health and the environment by providing solid waste and sewer collection services. www.cmsdca.gov Costa Mesa Sanitary District ….an Independent Special District Memorandum To: Board of Directors Via: Scott Carroll, General Manager From: Elizabeth Pham, Management Assistant Date: August 18, 2014 Subject: OC Waste & Recycling Coordinator’s Meeting (Update) Summary On Thursday, July 17, 2014, staff attended the OC Waste & Recycling Coordinator’s meeting in Santa Ana. This report is a brief synopsis of the meeting. Staff Recommendation Staff recommends the Board of Directors receive and file this report. Analysis The meeting consisted of the following three (3) presentations: • Mallory Burden from CalRecycle, reported on the State Update. • Isaac Novella from OC Waste & Recycling, reported on the County Update. • Peter Bares from OC Goodwill, provided a tour of their Headquarters in Santa Ana. 1. Mallory Burden discussed the budget proposals for Fiscal Year 2014-2015 which included increased audit coverage for the bottle recycling program, authority to increase funding for the mattress stewardship law, and appropriation of 25 million for greenhouse gas reduction program grant. This grant will promote infrastructure development at facilities in California that achieve greenhouse gas emission reductions by diverting more materials from landfills and producing beneficial products. Grants are targeted to build or expand organics infrastructure, such as composting and anaerobic digestion, or reduce food waste in California. Board of Directors Study Session August 18, 2014 Page 2 of 3 Ms. Burden also announced the new website for the Mattress Product Management which is www.calrecycle.ca.gov/mattresses. CalRecycle conditionally approved the certification of the Mattress Recycling Council (MRC) as the mattress recycling organization pursuant to section 42987(a)(1) of the Used Mattress Recovery and Recycling Act. Certification is pending the approval by the Internal Revenue Service of the MRC’s non-profit status. 2. Isaac Novella announced that there will be a new competitive grant available in late September. The grant will be used to subsidize Eco Challenge workshops at the Discovery Science Center in Santa Ana. The grant will have a matching fund component. More information will be released and emailed to coordinators. Staff will be applying for this competitive grant when it becomes available. 3. Peter Bares presented a tour of the headquarters based in Santa Ana. The mission of OC Goodwill is to employ people who might not have the opportunity to work. Strategic Plan Element & Goal This item complies with the objective and strategy of Strategic Element 2.0, Solid Waste, which states: “Objective: Our objective is to manage the collection and recycling of residential trash in the most economical and environmentally friendly way.” “Strategy: We will do this by looking for ways to improve efficiencies, achieve high customer satisfaction, and considering prudent new recycling methods.” Legal Review Not applicable Environmental Review The OC Waste and Recycling Coordinator’s Meetings are not a disturbance of the environment similar to grading or construction and do not constitute a project under CEQA or the District’s CEQA Guidelines. The recycling coordinators work as a group for the betterment of the environment. Financial Review No financial impact.
