NeoGov, the District’s human resource recruitment and hiring provider, holds an annual user conference in Las Vegas, Nevada. Staff Recommendation That the Board Directors approves the District’s Administrative Assistant attend the 2014 NeoGov user conference October 1-3, 2014 in Las Vegas, Nevada. Analysis NeoGov holds an annual conference to provide education regarding updates on the latest improvements and system enhancements for the online job application and career portal, best practices for applicant exams, and how to tailor the system to meet the specific needs of the District. The conference also offers hands-on training that will allow staff to understand and use NeoGov to its maximum efficiency and potential. Attendance at the conference will offer an excellent opportunity for staff to discuss issues related to Human Resource recruitment, testing, and hiring. Staff is requesting the Administrative Assistant attend this year’s conference as part of the District’s cross training initiative and to increase the Assistant’s working knowledge of Neogov since it is an essential job function of that position. Personnel/Organization Development and it complies with the strategy of this element, which states: “We will do this by utilizing sound policies and personnel practices, offering c ompetitive compensation and benefits, providing opportunities for training, development and professional growth, while ensuring a safe and secure workplace .” Legal Review Not applicable. Environmental Review The consideration of attendance at a conference related to human resources and the hiring process is an administrative matter and is not a disturbance of the environment similar to grading or construction and is not a project under CEQA or the District’s CEQA Guidelines. Financial Review The estimated c ost to attend the conference is $1,500, which includes airfare, hotel, transportation, and meals. There are adequate funds availa ble in the FY 201 4 /1 5 budget for this expense. Public Notice Process Copies of this report are on file and will be included wi th the entire agenda packet for the July 24 , 201 4 Board of Directors regular meeting at District Headquarters and on the District’s website.
