12 - HHW Collection Event Final Report Protecting our community's health and the environment by providing solid waste and sewer collection services. www.cmsdca.gov Costa Mesa Sanitary District ….an Independent Special District Memorandum T o: Board of Directors Via : Scott Carroll , General Manager From: Javier Ochiqui, Management Analyst Date: June 17 , 2014 Subject: Hou sehold Hazardous Waste Collection Event - Final Report Summary On Saturday, May 10 , 2014 , t he Costa Mesa Sanitary District (CMSD), Orange Coast College (OCC), and OC Waste & Recycling (OCWR) worked together to coordinate the community’s second Household Hazardous Waste (HHW) Collection event . The purpose of the event was to provide residents with an easy and convenient method for safely disposing unwanted household materials. The following are the results of the event. Staff Recommendation That the B oard of Directors receive and file this report. Analysis On Saturday, May 10 , 2014 from 10 a.m. to 2 p.m., CMSD, OCC and OCWR hosted an event on the parking lot of OCC to safely collect and dispose of household hazardous waste materials such as motor oil, paint, antifreeze, pesticides, batteries, etc. The event attracted a total of 236 vehicles that generated over 20 ,000 pounds of HHW. According to OC Waste & Recycling, this event was a great success and the y were pleased with the outcome. Strategic Plan Element & Goal This item complies with the objective and strategy of Strategic Element 2.0, Solid Waste, which states: ITEM NO. 12 Board of Directors June 17 , 201 4 Page 2 of 2 “Objective: Our objective is to manage the collection and recycling of residential trash in the most economical and environmentally f riendly way.” “Strategy : We will do this by looking for ways to improve efficiencies, achieve high customer satisfaction, and considering prudent new recycling methods.” Legal Review Not applicable at this time . Environmental Review Holding a household hazardous waste collection event is not a disturbance of the environment similar to grading or construction and is not a project under CEQA or the District’s CEQA Guidelines. The collection event itself is a betterment to the environment. Financial Revi ew The District spent approximately $2,000 for promoting and advertising the event. The District partially funded costs for the event which was $18,000.00 and include d labor, permitting, recycling , and disposal costs. Public Notice Process Copies of th is report are on file and will be included with the complete agenda packet for the June 1 7 , 201 4 , Study Session at District Headquarters and posted on the District’s website.
