This report is a brief synopsis of the meeting . Staff Recommendation Staff recommends the Board of Directors receive and file th is report. Analysis The meeting consisted of the following three (3) presentations: • Mallory Burden from CalRecycle , reported on the State Update. • Isabel Rios from OC Waste & Recycling, reported on the County Updat e. • Elmer Heap from Waste Management, provided a tour of their “Innovative Conversion Technology and Process” at the Orange Facility. 1. Mallory Burden discussed the Recycling Market Development Zone program and the opening of 10 new areas within the state t o create new recycling zones. Ms. Burden also discussed that the new website for the Mattress Stewardship Law is available for information on implementation. The Used Mattress Recovery and Recycling Act supports a statewide effort to reduce the landfillin g or illegal dumping of mattresses by establishing an end -of -use management program to encourage the recycling and recovery of discarded mattresses . 2. Isabel Rios announced that there will be an Eco Challenge Poster contest, of which contest winners will ha ve the opportunity to serve as an “Honorary Angels ITEM NO. 09
B oard of Directors June 17 , 201 4 Page 2 of 2 Bat Kid .” Contestants must be between the ages of eight and fourteen (8 -14) and demonstrate their imagination and creativity in designing a unique, eco -themed poster. 3. Elmer Heap gave a tour of Waste Mana gement’s “Innovative Conversion Technology and Process.” The tour was held at their Transfer and Processing Center in Orange, the Food and Organic Recycling facility processes food and organics collected from local businesses, and converts it into a materi al that can be used as a source of energy. Strategic Plan Element & Goal This item complies with the objective and strategy of Strategic Element 2.0, Solid Waste, which states: “Objective: Our objective is to manage the collection and recycling of reside ntial trash in the most economical and environmentally friendly way.” “Strategy : We will do this by looking for ways to improve efficiencies, achieve high customer satisfaction, and considering prudent new recycling methods.” Legal Review Not applicable Environmental Review A recycling coordinators meeting not a disturbance of the environment similar to grading or construction and is not a project under CEQA or the District’s CEQA Guidelines. Financial Review No financial impact.
