Minutes of the Recycling Committee Meeting Held October 10, 2000
The Costa Mesa Sanitary District Recycling Committee met at 9:30 a.m. in conference
room 1A at the Civic Center, 77 Fair Drive, Costa Mesa.
Directors Present: Dan Worthington, Arlene Schafer
Staff Present: Rob Harriers, Tom Fauth, Joan Revak, Ron Hayes
Public Outreach Program
Mr. Fauth reported staff is continuing to work on the video as part of the public outreach
program and presented a proposed "script" to augment the video. The latest version
includes information on biofiltration, an odor control system recently installed at CR
Transfer to reduce odor at the material recovery facility on a sustained basis. Further
discussion on the video ensued including enlisting the services of AT &T (formerly Media
One) for moderation of the video. Mr. Fauth additionally informed the Committee of
approval from the Integrated Waste Management Board to include excerpts from their
landfill video in the District's project.
Standardized Container Program
Mr. Hamers informed the Committee that additional research has been completed with
a Request for Information (RFI #1) mailed to bidders on the proposal for refuse
containers. Requested information included:
1. Jurisdiction name and contact person for the three earliest sites where you
provided the trash containers specified in your proposal.
2. What is the replacement rate of containers for these agencies mentioned in
#1 above, and what component was found most likely to be a problem?
3. Other than the test data included in your proposal, has any independent
laboratory or testing facility been used to test your containers for life
expectancy?
4. What do you expect realized life expectancy of your containers to be?
5. Would you consider increasing the warranty period beyond what is shown in
• your proposal?
6. Do you provide a container - leasing program?

• Staff is awaiting responses to the RFI #1, which were requested by October 20, 2000.
Mr. Hamers stated between the information provided by the RFI, in -house analysis and
testing, a decision on the containers can be made.
City of Costa Mesa Recycling Programs
Proposed City Amendment to Title 20
Mr. Hamers reported the City of Costa Mesa is proposing an ordinance to require more
frequent service of trash bins and possibly bins of a larger capacity in an effort to
resolve the problem of overflowing trash bins in multi - family areas.
Curbside Trash Collection
Mr. Hamers informed the Committee the City is proposing a requirement that any multi-
family complex of five or more units is required to be serviced "on the property" which is
with a truck entering the property for trash pick up to prevent the curbside from being
inundated with small containers. Mr. Hamers reported Staff is working with the City to
research the policies.
• Reduction of Per Ton Charge from $1.00 to $0.55
Mr. Hamers reported the City's cost went down from $1.00 to $0.55 for commercial
haulers. Mr. Hamers reported the Costa Mesa Sanitary District is exempt from the fee.
Tire Recycling Event
Mr. Fauth reported the Used Tire Round -Up would occur on Saturday, October 14, 2000
from 10:00 a.m. to 2:00 p.m. at the City Corporation Yard. Although press releases
were faxed to the Los Angeles Times, Orange County Register and Costa Mesa Breeze
on two occasions, publication of the announcement has not yet appeared in any of the
publications. Mr. Fauth will contact the papers and verbally request announcement of
the tire recycling event.
