In 2011, the District, with cooperation from CR&R Environmental Services, implemented a lockable container program to deter scavenging of recyclable materials and to help prevent identity theft. Staff Recommendation T hat the Board of Directors receive and file this report regarding the Lockable Container Program. Analysis In 2011, the District and CR&R Environmental Services made available 60 -gallon lockable containers to residents that are experiencing scavenging of recyclable materials in their neighborhood. The lockable container would replace one of the two existing containers used by individual households. The lockable containers are available on a first come first serve basis and there are no delivery fees or charges for replacing an existing container with a lockable container. When the program was rolled out in 2011, the District received many request for the containers, but recently the demand has dropped off. The District continues to advertise the program on the website, newsletter and at special events. A total of 219 households are currently using lockable containers and CR&R has approximately 10 containers in stock. ITEM NO. 06
Board of Directors May 13 , 2014 Page 2 of 3 There is n ot a concentration of lockable containers in a particular neighborhood (e.g. East Side, Mesa Verde, etc.). It appears the containers are used District -wide. Typically, scavengers are seeking high valued recyclables such as cardboard, glass, aluminum, tin, plastics, etc. The tonnage of high value d recyclables that are collected by CR&R has increased nearly 45% since 2010. Most notably, the tonnage collected for mixed paper increased by 128% and tin increased by 184%. However, the increased tonnage of recyclable materials cannot be solely attribu ted to the lockable containers because only 1% of all CMSD households have lockable containers. Attachment A is a spreadsheet comparison of 2010 and 2013 collected recycla bles. This data is from the monthly recycling reports from CR&R. Excluded from the attached spreadsheet is green waste, food waste, concrete, wood, etc. because these materials are not pursued by scavengers. Strategic Plan Element & Goal This item complies w ith Strategic Plan Element 2.0, Solid Waste . The objective and strategy o f this element is as follows: “Objective: Our objective is to manage the collection and recycling of residential trash in the most economical and environmentally friendly way.” “Strategy: We will do this by looking for ways to improve efficiencies, achieve high customer satisfaction, and considering prudent new recycling methods.” Legal Review Not applicable Environmental Review The addition of a lockable device on trash containers is not a disturbance of the environment similar to grading or construction and is not a project under CEQA or the District’s CEQA Guidelines. Financial Review Funding for this program is paid for by CR&R through the Anti -Scavenging and Other Special Pro grams section of the exclusive franchise agreement. As per the terms of the Agreement, CR&R pays the District $5,000 a year for anti -scavenging and special program activities. Since 2007, this amount increased annually in accordance with the U.S. Departm ent of Labor February -to -February Consumer Price Index for all Urban Consumers in Los Angeles, Riverside and Orange Counties. In FY 2013 -14, CR&R paid the District $5,580.40 for anti -scavenging programs.
