13 - Project #197 ITEM NO. 13 Costa Mesa Sanitary District &an Independent Special District Memorandum To: Board of Directors Via: Scott Carroll, General Manager From: Rob Hamers, District Engineer Date: March 27, 2014 Subject:Accept Improvements for Project #197 – System Wide Sewer Reconstruction – Phase III Summary Construction of the improvements has been completed, therefore,it is appropriate for the District to accept the improvements and file a notice of completion.Completion of this project marks the end of successfully repairing the original 255Grade 5 sewer deficiencies along with other Grade 5s discovered during the last few years along with rectifying certain hot spots. The Board strategy of repairing the Grade 5s over a 3-year period instead of 4- year period was successful as bid prices were very low due to the economicconditions in the industry. Staff Recommendation That the Board of Directors approvesthe following action: 1. Accept improvements as completed and file a Notice of Completion. 2.Authorize payment of 5% retention 35 days after Notice of Completion is recorded. 3.Exonerate Labor and Material Bond after Notice of Completion is recorded and exonerate Faithful Performance Bond one year of Notice of Completion is recorded. Analysis The District televised its entire sewer system from January 2006 to March 2009 and found 255 Grade 5 sewer deficiencies. Grade 5 deficiencies require immediate attention as the risk of collapse or failure is high and failures may result in sanitary sewer overflows (SSOs). Protecting our communitys health and the environment by providi www.cmsdca.gov Board of Directors March 27, 2014 Page 2 of 3 In this project, 58locations were repaired usingno-dig installation of short sections of cured-in-place-pipe (CIPP),one Grade 5 was repaired using full length CIPP, four Top Hats were installed, chain flailing was used to remove corrosion from ductile iron pipe prior to lining, eight locationswere repaired using traditional dig and replace, and one hot spot was repaired using CIPP.There were no change orders during the project. The District now turns its attention to the Grade 4 deficiencies, and these repairs are scehduled to begin in the 2014-2015 fiscal year. The District-wide televising found 1,600 manhole to manhole segments with one or more Grade 4 deficiencies. Legal Review District Counselprepared and signed the construction contract for the work. Environmental Review Repairing deficiencies in the District’s gravity sewer systemis categorically exempt under the California Environmental Quality Act (CEQA) (Public Resources Code Section 21000 et. seq.) under Section 15301 as a “Class 1” “minor alteration of existing public or private structures”, as further described in Section (b) as “Existing facilities of both investor and publicly-owned utilities used to provide …. sewerage …” Financial Review The System Wide Sewer Reconstruction Phase III Project No.197 approved $670,000$310,000 budget was . The total project costs are estimated at ; $360,000, therefore, Project No.197 will be under budget by approximately which will be transferred back to the Asset Management Fund. The System Wide Sewer Reconstruction Phase III Project No.197 expenditure details were as follows: In October 2012, engineering and design costs were approved in the amount of $58,739 to Robin Hamers & Associates (RHI). In June 2013, RHI was approved for $17,269 for contact administration/inspection. RHI actual expenditures through January 2014 for all services were $72,689, $76,008 with an estimated project total of . In June 2013, the Charles King Company was awarded the construction $228,700 contract in the amount of . The total construction costs are estimated to be equal to the contract amount once the 5% retention in the amount of $11,435 is released.
