Subject:Strategic Plan Progress Report
Summary
On April 3, 2013, the Boardof Directors approved amending the District’s Strategic Plan and on
May 28, 2013, the changes to the Plan were ratified. This report is an update on the progress
being made to achieving the goals identified in the Plan and how the organization is advancing
toward its mission, vision and core values.
Staff Recommendation
That theBoardof Directorsreceives and file’s this report.
Analysis
By the beginning of 2013, three years after the Board adopted a five year Strategic Plan,
the District achieved accomplishing twenty-two out of the forty strategic goals outlined in
the Plan. New goals to replace the accomplished goals were approved on April 3, 2013
and therevised Strategic Plan was ratified by the Board on May 28, 2013.
The attached document describes the progress being made to achieving the goals
identified in the Plan.
Strategic Plan Element & Goal
This item complies with Strategic Plan Element 5.0, Administrative Management, which states:
“Objective: To create, maintain and implement policies and procedures to ensure sound
management of the District.

Strategy: We will conduct periodic reviews, refine and implement policies and procedures, and
assure the General Manager has the direction and tools necessary for successful District
operations.”
Legal Review
Not applicable at this time.
Environmental Review
Updating the Board of Directors and the public on the progress of obtaining the goals in the
District’s strategic plan is not a disturbance of the environment similar to grading or construction
and is not a project under CEQA or the District’s CEQA Guidelines.
Financial Review
There is no financial impact for preparing the progress report.
Public Notice Process
Copies of this report are on file and will be included with the entire agenda packet for the March
27, 2014Board of Directors regular meetingat District Headquarters and on District website.

1.Refer the matter back to staff for additional information.
