This report is a brief synopsis of the meeting . Staff Recommendation Staff recom me nds the Board of Directors receive and file th is report. Analysis The meeting consisted of the following three (3) presentations: • Anne Stokes from Muzeo, presented on the 2014 TrashARTist Challenge Contest. • Mallory Burden from CalRecycle , reported on the State Update. • Isabel Rios from OC Waste & Recycling, reported on the County Update. 1. Anne Stokes presented on the 2014 TrashARTist Challenge Contest. T he purpose of the TrashARTist Challenge is to recognize student’s artistic reuse of trash to promote a message of conservation and sustainability. Ms. Stokes was seeking possible sponsorships for the upcoming contest. 2. Mallory Burden announced that t he FY 14/15 HHW cycle criteria was presented at CalRecycle’s public meeting on January 21, 2014. Funding availability for this cycle is $1.5 million, with $50,000 available for individual grant applicants and up to $100,000 for rural and regional applicants. The Notice of Funding Availability (NOFA) will be released in Spring . The applications will be due in April. The proposed focus for this cycle includes:
Board of Directors Study Session February 18 , 201 4 Page 2 of 3 • HHW public education and outreach • Implementation of new and sustainable EPR collection opportunities to include but is not limited to: o Promotion of an ongoing retail take -back progra m such as batteries or fluorescent lamps at local hardware stores, businesses, or government facilities o Promotional collection events hosted at businesses or government facilities o Promotional public education and outreach materials specifically for local retail take -back programs • Set -up and operation of temporary or mobile collection program for one -day or multi -day collection events. • Minor improvements to an existing HHW facility. Ms. Burden also discussed that the State will be developi ng a timeline for the Mattress Recycling law. CalRecycle will establish the list of participating companies. More details will be released on July 1 st , 2014. 3. Isabel Rios announced that Waste Management will be offering tours of their Anaerobic Digestion F acility in Irvine. Strategic Plan Element & Goal This item complies with the objective and strategy of Strategic Element 2.0, Solid Waste, which states: “Objective: Our objective is to manage the collection and recycling of residential trash in the most economical and environmentally friendly way.” “Strategy : We will do this by looking for ways to improve efficiencies, achieve high customer satisfaction, and considering prudent new recycling methods.” Legal Review Not applicable Environmental Review S ubject activity is administrative and exempt from the requirements of the California Environmental Quality Act (CEQA) (Public Resources Code Section 21000 et. seq.). Section 15300.4 of CEQA allows an agency while establishing its own procedures “to list t hose specific activities which fall within each of the exempt classes”, and the District has adopted “CEQA Guidelines and Implementing Procedures” that state on page 6 “”Projects” does not include …. C. Continuing administrative or maintenance activities.”

The District may be able to fund some of our current programs with these grant funds.
