Staff Recommendation Staff recommends the Board of Directors to approve the awards in the amoun t of $2 ,5 00 as detailed in A ttachment “A.” Analysis The District’s Telephone Book Recycling Program began the week of November 13, 2013 and ended the week of December 17, 2013. Students were given the opportunity to recycle telephone books and f undraise for school programs. The awards were distributed as follows: • Minimum Prize Award of $300 will be given to schools that have showed a good faith effort in the collection of phone books. • Grand Prize Award of $400 will be given to the schools that collect the greatest total amount of pounds of phone books per student. Additional Award Opportunities: • Exceptional Effort Prize Award of $500 for schools that collect over 10 -20 pounds of phone books per student. • Exceptional Effort Prize Award of $800 fo r schools that collect over 20 pounds of phone books per student. Board of Directors February 18 , 201 4 Page 2 of 3 To ensure that all schools have an equitable opportunity, the calculation w as based on the enrollment population of each school using the following formula: $1.00 per student up to a maxim um of $400. Staff has monitored the collection of telephone books from each school. In 2013, the District collected a total of 962 telephone books, weighing at a total of 2,530 lbs. or 1.265 tons. In comparison to the previous year, the District collect ed 3,955 telephone books at 10,440 lbs, which indicates a 75.8% decrease in participation. The grand prize award of $400 will be given to Newport Mesa Unified School District Autism Zone & Harper Clinic for collecting the most telephone books per student . Stra tegic Plan Element & Goal This item complies with the objective and strategy of Strategic Element 2.0, Solid Waste , which states: “Objective: Our objective is to manage the collection and recycling of residential trash in the most economical and environme ntally friendly way.” “Strategy : We will do this by looking for ways to improve efficiencies, achieve high customer satisfaction, and considering prudent new recycling methods.” Board of Directors February 18 , 201 4 Page 3 of 3 Legal Review Not applicable at this time Environmental Review The telephone book recycling program serves to increase the diversion rate for telephone books thereby having a positive effect on the environment and is therefore not a disturbance of the environment similar to a grading or construction project that would be subject t o CEQA . Financial Review Staff has allocated funds in the Fiscal Year 201 3 -201 4 budget for this program.
