Minutes - Board - 2000-02-08COSTA MESA SANITARY DISTRICT Minutes of the Board of Directors Special Meeting Held February 8, 2000 • The Board of Directors of the Costa Mesa Sanitary District attended a meeting of the Costa Mesa Sanitary District Recycling Committee at 9:00 a.m. in conference room 1A at the Civic Center, 77 Fair Drive, Costa Mesa. Directors Present: Dan Worthington, Arlene Schafer Staff Present: Rob Hamers, Joan Revak, Dawn Schmeisser Telephone Book Recycling Program with Schools Director Worthington requested an update on the 1999 School Telephone Book Recycling Program. Ms. Revak reported the presentations of awards to the schools are in progress with half of the ceremonies completed. Director Worthington commented the schools where he made the presentations were very appreciative. A thank you letter was received from California Elementary School. Greeting Card Recycling Program • Ms. Schmeisser gave a final report on the greeting card recycling program. The 3rd year of the program netted 169 pounds of cards for transmittal to St. Jude's Ranch for Children. Mailbox Etc. owner and Costa Mesa'resident, Susan Campbell donated her time, supplies and labor in shipping the cards to Boulder City Nevada. Discussion ensued on expanding the program next year by placing boxes at various locations in the City, such as the Senior Center, Chamber of Commerce, Fire Stations. The Committee will consider the proposal at the October 2000 Recycling Committee meeting. Beverage Container Recycling at Schools Director Worthington reported on the visit from the Department of Conservation Beverage Container Grant Manager, Nancy Barankin on January 19, 2000. Director Worthington and Ms. Revak escorted Ms. Barankin to the sites of the outdoor beverage containers, including Costa Mesa High School. The program at the school is not doing as well as could be expected. The concrete beverage containers contained trash and few recyclable cans and bottles. Ms. Revak informed the Committee of contacting the Costa Mesa High School representative in charge of the program to request providing additional publicity to the beverage can /bottle recycling program. Ms. Barankin offered suggestions such as placing trash containers next to beverage containers to demonstrate one container is for recycling. • COSTA MESA SANITARY DISTRICT 2 Minutes of the Board of Directors Special Meeting February 8, 2000 At the TeWinkle Park site where three beverage containers are located, It was much the same as the high school, with trash in the beverage containers and cans and bottles in trash cans. The Goathill Junction location proved the most worthwhile with the container filled with cans and bottles. Ms. Barankin suggested initiating the program at other schools and emphasized it could be very profitable for the school if well publicized. Ms. Barankin advised it would be appropriate to place CMSD signage on the containers to promote the District's participation in the program. Director Worthington inquired as to remaining funds in the program and Ms. Revak will present a summary of expenses to date and funds remaining at the February 10, 2000 Board of Directors Meeting. Reaching 50% by 2000 - Event Booth • Director Worthington addressed the Committee on the subject of promoting the District's success in reaching the 50% recycling goal by 2000. Director Worthington provided photographs taken at CR Transfer showing bales of recycled products, and recommended having a display of such bales at a community event. Director Worthington envisioned an "Event Booth" at the grand opening of the new Harbor Center, if one is planned. Such an event would be informative to the public on the amount of recyclables are being diverted from the waste stream. Bin Service Trash Collection Director Worthington reported meeting with four members of the Costa Mesa City Council to enlighten the Council members on the benefits of franchising multi - family trash collection.
