Minutes - Board - 1999-03-09• COSTA MESA SANITARY DISTRICT Minutes of the Board of Directors Special Meeting Held March 9, 1999 The Board of Directors of the Costa Mesa Sanitary District attended a meeting of the Costa Mesa Sanitary District Recycling Committee at 9:00 a.m. in conference room 3A at the Civic Center, 77 Fair Drive, Costa Mesa. Directors Present: Dan Worthington, Jim Ferryman Staff Present: Rob Hamers, Lois Thompson, Joan Revak, Dawn Schmeisser Update on Pilot Program Due to a fire drill at City Hall, the meeting was delayed until 9:30 a.m. Director Worthington opened the meeting, requesting an update on the trash collection pilot program. Ms. Thompson reported the containers have been delivered to the residences in the pilot program. The District received calls from residents requesting a change in size of containers, needing more containers and wanting • the can removed. In the single family dwellings, eight residents requested removal of the containers and in the multiple family dwellings, two residents requested removal. Reasons given for not wanting the containers included size (too large), prefer their present containers, cost, too heavy, lack of room to store container (no matter what size), container too high to empty grass catcher clippings into, too hard to handle, lid will get in the way, object to anticipated increase in trash rates. A survey of all participants will be taken during the three -month program. Data Verification of CR Transfer Mr. Hamers presented information on CR Transfer data verification which is done by Orange County Solid Waste Local Enforcement Agency (LEA), agent to State Integrated Waste Management Board, agent to CALEPA, along with County Integrated Waste Management District. Mr. Hamers further explained LEA issues permits to operate; inspects once per month to verify within state minimum standards; requires quarterly reports detailing tonnages, diversion, complaints, etc.; renews permits every five years. LEA does not keep copies of their reports for the District's use. OCIWMB has the authority to determine whether or not the use of a material is appropriate to be • considered recycled. Auditing or enforcement is not currently provided by OCIWMB in this area. r • COSTA MESA SANITARY DISTRICT 2 Minutes of the Board of Directors Special Meeting March 9, 1999 Neighbors for Neighbors Event Ms. Thompson reported on the upcoming City "Neighbors for Neighbors" Community Clean -up. Discussion ensued on District involvement in the event to be held on April 24, 1999. Participation by the District will be recommended to the Board at the regular Board of Directors meeting on March 11, 1999. Expansion of Large Item Collection Mr. Hamers presented a memorandum received from the City of Costa Mesa on 1999 -2000 City Council Community Objectives. The Council Objective is to enlarge the service area for large -item pick -up to include multi - family residential complexes served by the permitted commercial waste haulers and to increase the number of annual large -item pick -up opportunities for the single family residential and the multi - family residential sector. Ms. Thompson furnished a chart showing the average pickups per month since the inception of the District large item pickup on call service, reflecting 40 average • pickups per month. Also included in Ms. Thompson's summary are the results of the annual District -wide Large Item Collection for the past four years. The statistics indicate the current large item collection programs (on -call and summer months) are adequately meeting the demand for service requested by CMSD customers.
