Minutes of the Board of Directors Special Meeting Held February 9, 1999
The Board of Directors of the Costa Mesa Sanitary District attended a meeting of the
Costa Mesa Sanitary District Recycling Committee at 9:00 a.m. in conference room 1 -A
at the Civic Center, 77 Fair Drive, Costa Mesa.
Directors Present: Dan Worthington, Greg Woodside
Staff Present: Rob Hamers, Joan Revak, Dawn Schmeisser
Residential Trash Collection Program
Director Worthington opened the meeting, requesting an update on the pilot program.
Mr. Hamers reported he and Ms. Thompson met with Ray Rangel of Costa Mesa
Disposal to discuss the program. Mr. Rangel proposed distributing the larger cans to
• multi - family dwellings so fewer cans would be out. Although Costa Mesa Disposal has
a limited supply of large cans, District Staff suggested a portion of the single family and
multi- family residences be supplied with one Hauler 90 and the rest with two Hauler
60's. This will enable the District to receive feedback as to one large can versus two
small cans. Mr. Hamers reported the startup date will be March 1. Staff will monitor
the program and conduct a survey at the end of the pilot program.
Ultra Low Flush Toilet Rebate Program
Mr. Hamers reported on a notification of a toilet rebate program sponsored by the
Municipal Water District of Orange County indicating participation in the program by
the District and the District's trash hauler. A proposed letter to the Metropolitan Water
District was presented informing them of our support of the program but encouraging
the Water District to close the loop by providing for disposal of the old toilets.
Diversion Data for Calendar Year 1999
Mr. Hamers presented a table prepared by Ms. Thompson containing information
regarding all the recycling programs the District has supported throughout 1998. The
data will be supplied to the City of Costa Mesa for inclusion in their annual report to the

Creation of District Web Page
Director Worthington suggested the District take advantage of a web site to better
educate the public on activities of the District. Director Worthington delineated topics
of information the District could provide on a web page, including:
A. Mission Statement
B. Educate residents on CMSD's responsibilities
C. Programs offered by the District
D. Updated on monthly basis
E. Publish agenda to encourage public to participate
F. Advertise trash and sewer rates
G. District jurisdiction with a map
H. Names of Directors and staff, with phone numbers, as appropriate
I. Notify public of sewer construction work affecting traffic
J. List Ordinances
K. Trash Collection Regulations
L. AB939
M. Constantly updated to be of optimum value
N. Consider hiring company to do monthly updates
O. Provide trash /sewer related news items on web site instead of faxing to
Directors (purchase scanner)
