Minutes of the Board of Directors Special Meeting Held September 9, 1998
The Board of Directors of the Costa Mesa Sanitary District attended a meeting of the
Costa Mesa Sanitary District Recycling Committee at 9:00 a.m. in conference room 1 -A
at the Civic Center, 77 Fair Drive, Costa Mesa.
Directors Present: James Ferryman, Dan Worthington, Nate Reade
Staff Present: Rob Harriers, Lois Thompson, Joan Revak, Dawn Schmeisser,
Reba Coulter
Trash Collection Program
Methods of Reaching 50%
® Director Worthington opened the meeting with a review of the existing trash collection
program and the methods being used to reach the 50% diversion rate by the year
2000. Ms. Thompson reported she will be touring the CR Transfer facility on Friday,
September 11, 1998 and will have the opportunity to view the newly - installed
equipment which will help in meeting the this year's diversion requirement of 37.5 %.
Director Worthington suggested the District have another plan in the event CR Transfer
is unable to meet the requirement of 50% diversion.
Beautification of Costa Mesa - Use of Standardized Container
Mr. Harriers cited beautification of the City as one of the benefits of using standardized
containers. Director Worthington presented pictures taken on the east side of the City.
The photographs displayed unsightly curbside collection problems because the District
does not require consistency in trash collection. Ms. Thompson presented an Orange
County Survey of Solid Waste Rates and Services indicating seventeen other cities in
Orange County utilize a standardized container program.
Director Worthington suggested the District sponsor a pilot program using Hauler 60's
within a section of the City to determine the cost effectiveness of using the
standardized containers. Mr. Harriers stated the ideal situation would be to have
Hauler 60's as the only container to be used by residents.

Hauler 60
Benefits to the user, District and Costa Mesa Disposal were outlined as follows:
USER BENEFITS
• Rodent control.
• Container with wheels could handle more trash and weight.
• Containers would reduce number of carried containers by at least five.
• Less space for storing between pickups.
• Roll out to parking median, not carry.
• Comes with connected lid to eliminate animal or human scavenging.
• Longer container use with better durability.
• Less cost - lifetime of container (10+ years compared to 2 -3 years regular plastic container).
• Neighborhood friendly, standardized container appearance.
• Hauler would replace container at "no charge" if stolen or damaged based on contract with
hauler.
• Message center for additional District services.
• • Wheeled container can be used to easily move around yard to pick up trimmings, etc.
DISTRICT BENEFITS
• Rodent Control.
• Fewer containers in view during collection day.
• Eliminate complaints of trash blown from collection spot.
• Provide a more easily used, higher volume container to user.
• Container could have information imprinted for special services (HHW directions, sharps
program, one time a year call -in large item pickup)and No Scavenginglogo.
• Potential control of escalating costs for District.
• Future contracts could be negotiated lower with trash hauler potential savings.
• User becomes acquainted with potential new container for grass clippings.
• Hauler would replace container at "no charge" if stolen or damaged based on contract with
hauler.
• Bring trash collection to same level as 10 other Orange County cities.
COSTA MESA DISPOSAL BENEFITS
• Labor friendly collection with reduced wear on drivers with more automated pickup.
• Fewer containers to pickup.
• • More containers of standardized size.
• Fewer trash spillage occurrences.

• Reduced or controllable insurance injury claims.
• More workers qualified to collect if manual pickup reduced or eliminated.
• Faster route servicing.
The Recycling Committee will make a recommendation to the Costa Mesa Sanitary
District Board to schedule a Study Session on the District trash collection program
The meeting adjourned at 10:10 a.m.
No action was taken by the Board of Directors of the Costa Mesa Sanitary District.
