Minutes of the Board of Directors Special Meeting Held August 12, 1998
The Board of Directors of the Costa Mesa Sanitary District attended a meeting of the
Costa Mesa Sanitary District Recycling Committee at 9:00 a.m. in conference room 1 -A
at the Civic Center, 77 Fair Drive, Costa Mesa.

Telephone Directories, June 1998 Program
Ms. Thompson reported bins were delivered to five grocery stores, City Hall and the
Orange Coast College Recycling Center on June 3, 1998. As of July 24, 1998, all of
• the bins had been removed from the sites. Costa Mesa Disposal collected 9 tons of
directories during this collection program. During the 1,997 mini program, 23 tons were
collected.
While the program at City Hall and Orange Coast College did well, using the 3 yard
bins at the grocery store locations was not successful. Many of the bins were located
in parking lot areas, as the grocery stores did not want the 3 yard bins in the vicinity of
their front doors. The bins were filled with trash and debris instead of phone books.
Staff will investigate obtaining a smaller, more attractive container for future programs.
Suggestions for next year are to include commercial sites, such as office buildings at
South Coast Plaza.
Large Item Collection
Ms. Thompson informed the Committee the Large Item Collection program which
commenced June 22, 1998, will run through August 28, 1998. After week six, net
program cost is below last year's cost of $75.00. This is due to an increased amount of
recyclable white goods (appliances) that offset the landfill expenses.

Household Hazardous Waste Residential Pickup Program
Ms. Thompson reported an informational flyer has been printed and the household
hazardous waste residential pickup program will be promoted with one press release.
The press release will be issued when District Counsel approves the final content of
the contract with Curbside. Staff will observe public response carefully to monitor the
budget funds available for this program.
Newsletter Topics
Ms. Thompson presented topics to be featured in the Fall 1998 District Newsletter.
Recycling - Facts on techniques used in sorting the recyclables and
trash collected at the curb will be featured, as well as information on
State law, AB939, which mandates recycling 50% of our total waste by
the year 2000. The recycling hotline number will be provided as well as
information on Holiday Tree Recycling and the School Telephone Book
Recycling Program
New Programs - Information on the ABOP Collection program, Large
Item Call -In and the Sharps Program will be furnished.

Trash Regulations - Reminders on hours to put out trash containers for
collection; keeping containers out of public view; and acceptable weight
of trash containers and contents.
Holiday Schedule will be published.
Trash Collection Violation Notices
Discussion was held on the District's Regulations distributed by the hauler
when trash cannot be picked up for one or more reasons. It was noted by staff
that one of the chief problems is that of excessive trash being put out for
collection. One solution presented was to promote use of the Hauler 100
containers, providing benefits to the District and Hauler by using standardized
containers.
The meeting adjourned at 10:10 a.m.
No action was taken by the Board of Directors of the Costa Mesa Sanitary District.
