Minutes of the Board of Directors Special Meeting Held July 8, 1998
The Board of Directors of the Costa Mesa Sanitary District attended a meeting of
the Costa Mesa Sanitary District Recycling Committee at 9:00 a.m. in conference
room 1 -A at the Civic Center, 77 Fair Drive, Costa Mesa.
Directors Present: Dan Worthington, Jim Ferryman
Staff Present: Rob Harriers, Lois Thompson, Joan Revak, Dawn
Schmeisser, Reba Coulter
Telephone Directories, June 1998 Program
Ms. Thompson reported bins were delivered to five grocery stores, City Hall and
the Orange Coast College Recycling Center on June 3, 1998 and will remain on
site until July 24, 1998. The bin at Albertson's Grocery Store was pulled July 1,
1998 because of construction at the site. Costa Mesa Disposal has collected
• approximately 4.5 tons of directories as of June 29, 1998. The bins at the Orange
Coast College Recycling Center and City Hall have been doing well, while the
grocery store sites have not been successful collection locations.
Director Worthington suggested involving City youth organizations in future
directory collections as part of an educational process. Mr. Hamers suggested
sending a copy of the "Letter to the Editor' on recycling telephone directories to
Susan Lucero at Pac -Bell. Ms. Thompson will circulate the letter at the
Subregional Group Meeting of the Integrated Waste Management Board on
July 15, 1998.
Mr. Harriers proposed inviting Paul Relis of CR Transfer to a special meeting or
study session to obtain direction on how we should proceed with our telephone
directory recycling program.
Large Item Collection
Ms. Thompson reported the Large Item Collection program commenced June 22,
1998 and will run through August 28, 1998. The purpose of the program is to
provide Costa Mesa residents with a way to dispose of items too large to throw
• away with their weekly trash. Two trucks are used by Costa Mesa Disposal.

Truck #1 picks up mattresses, sofas, tables and miscellaneous furniture. Truck
#2 picks up white goods (appliances).
Ms. Thompson further reported the appliances are taken to a facility that recycles
all the metal and removes the hazardous material such as freon. The District
receives a small amount of money for the white goods picked up by Truck #2 and
those funds are used to offset the landfill expense of the items picked up by Truck
#1.
Costa Mesa Disposal reported the following information:
To prevent accidents from occurring, Director Worthington recommended
residents be reminded to remove refrigerator doors and place water heaters on
their side when putting these items out for collection.
Sharps Program Update
Ms. Thompson gave the following update on the Sharps program as of May 30,
1998:

Ms. Thompson reported that participation seems to be leveling off., Director
Worthington suggested a possible third location for collection in the southern area
of the City.
Household Hazardous Waste Residential Pickup Program
Ms. Thompson informed the Committee Curbside, Inc. has agreed to all revisions
to the contract. Staff is waiting to receive a signed agreement with all requested

attachments such as, insurance certificates, indemnity documents, vehicle list,
etc. Curbside will be sent a District customer list to verify program eligibility. The
list will be created after updated data from the County is received into our
database. Staff anticipates the program will be announced to District customers
during the last week of July. An informational brochure will be created and
printed and the program will be promoted with one press release. Staff will watch
the public response carefully to monitor the budget funds available for this
program.
