District held at Community Hall,
Costa Mesa, April lst,1948.
Present: Directors TeWinkle, Nelson, Dodd and Lord,
Attorney Anderson, Secretary Owen,Engineer
Francis H.Bulot.
Meeting called to order by President TeWinkle 7:30 p.m.
Mr. Bulot was invited to speak on matters of concern
to the District and reviewed briefly the progress.

Agency letter dated February 12th addressed to Bulot
& Dondro, copy to District Board and on file in effect
dating our project ahead to May 10th, 1948, by which
date plan preparation may be resumed upon contemplated
consummation of County —wide Plan. Mr. Bulot emphasized
the probability that the Federal Works Agency faced
with a lack of funds might be inclined to withdraw the
balance of $9000.00 allowed this District by June lst
and suggested that the Board of Super i ggbe requested
to address a letter (of our preparat o he Federal
Works Agency setting forth the present status and pros -
pects for consummation of the County —wide Plan and the
position of Costa Mesa Sanitary District with relation
(thereto and the manner in which its own plans are
affected and the balance of allotted fund o''$9000.00
held in abeyance if not actually in jeopardy. I
He also suggested that Doctor Pomeroy, Consulting
Engineer to Board of Supervisors be invited to meet with
our Board and be informed specifically of our position
and peculiar interest in early action on County Plan.
Further that at the proper time the County when
constructing Trunk Lines under the Plan as finally adopted
be urged to construct trunk lines serving Costa Mesa
Sanitary District more nearly in the center or body of the
District than may now be indieftted on tentative layout. For
example that the 17th Street trunk be moved northward,etc.
Also, that the actual status of use and control of
S.A.A.A.Base lines both in and beyond the Base limits by
Coast Junior College be aseertained,and inquiry made as to
possible participation in such use'and control by the Costa
Mesa Sanitary District be immediately made. Also, that,
nature and extent of application by the County for acquisi-
tion of these Air Base lines within and beyond be determined.
Mr. Bulot was thanked for his attendance and presentation
and excused.

On motion by.iNelson, seconded by Lord, following
monthly bills ordered paid:

Upon discussion of conditions involving collection on
"Beatrice Street" a 151 private driveway, it was moved
by Nelson, seconded by Lord, that collections of garbage
and trash in like territory would be undertaken only
when the driveway is paved, turn around facility provided
and five or more dwellings located thereon eligible for
collection service. Carried.
Secretary Owen reported on progress of plans and procedure
necessary to annexation program, and stated that unless
instructed to the contrary he wouldi- proceed with same
including assembling of assessment data, completion of
Letter of Information (copy of present draft having been
handed Mr.Bulot for examination and suggestions), and keep
the Board informed on progress and developments.
